Russian warships arrive in the Philippines amid rising South China Sea tensions Two Russian destroyers and a tanker have docked in the Philippines for a "goodwill visit" amid escalating tensions in the disputed South China Sea. The destroyers Admiral Tributs and Vinogradov -- classified as "large, anti-submarine ships" -- docked in Manila early Monday, along with the Admiral Irkut, a "large sea tanker," according to the Philippine News Agency. It is the second time this year Russian vessels have docked in the Philippines. In early January, three Russian naval ships docked in the Philippine capital for what was described as a visit to "further enhance and sustain the promotion of peace, stability and maritime cooperation." The most recent arrival comes just months before the two countries are due to sign a naval cooperation agreement, likely in July, which will reportedly involve more joint training exercises and reciprocal port visits. Russia and China have also been moving closer together in recent years, conducting joint military drills and signing economic deals, with both sides claiming relations are at their "best level in history." Monday's Russia visit also comes amid the annual Balikatan joint exercises between the Philippines and US, which finish April 12. Three Chinese navy vessels docked in the Baltiysk military port in Kaliningrad Oblast, Friday, ahead of the 'Joint Sea 2017' drills in Baltic Sea. Vessels that will represent China in the drills include the Changsha missile destroyer, the Yuncheng missile frigate and the Luoma Lake comprehensive supply ship. For the drills, the Russian navy will deploy its latest class corvettes - Stregushchiy and Boiky. In addition, both sides will also deploy a dozen aircraft and helicopters. While the Russian ship visit is not to that scale, Moscow's growing ties with the Philippines and presence in the region come at a time of increased tensions in the South China Sea. The Philippines government said hundreds of Chinese vessels, including some military ships, had been spotted around Thitu Island in the Spratly chain, which is controlled by Manila but claimed by Beijing. The Chinese flotilla began appearing around Thitu in December and January, about the time Manila began construction on the contested maritime feature. In a speech Thursday, Philippines President Rodrigo Duterte warned Beijing to leave Thitu Island alone, threatening military action in response to any Chinese aggression. "Let us be friends, but do not touch Pagasa Island and the rest," Duterte said, according to CNN Philippines, using the Philippine word Pagasa for Thitu. "If you make moves there, that's a different story. I will tell my soldiers, 'Prepare for suicide mission'." China and the Philippines are just two of the many countries who lay claim to large portions of the South China Sea, along with Vietnam, Malaysia and Brunei. In a bid to reinforce their claim on the territory, China has built and militarized artificial islands across the important shipping lane. Television footage - shot some 4 kilometres (about 2.5 miles) outside the city - showed Russian soldiers taking ground positions and moving in armoured vehicles. A Georgian Foreign Ministry spokeswoman said on Thursday that Russian troops had moved back into Poti, from where they had appeared to leave earlier. The city is home to an oil terminal that is key to Georgia's fragile economic health. On Wednesday Russian Foreign Minister Sergey Lavrov denied that Russian troops were anywhere near the city. Russia and its small neighbour had agreed on Tuesday to a French-brokered cease-fire to end the dispute that began over two pro-Russian breakaway territories. The United States accuses Russia of pressing the war far beyond the initial conflict zone and threatening the democratically elected government in Georgia. The head of the Sevflot press service, Vadim Serga said, Admiral Gorshkov's ship had passed through the Malacca Strait and Singapore and had entered the South China Sea. The US Will Send 2 Aircraft Carriers to Russia, China fears With two U.S. aircraft carriers operating in the Mediterranean Sea for the first time since 2016, it would be hard for Russia to miss the intended message. But to hammer the point home, U.S. Ambassador to Russia John Huntsman visited the carrier USS Abraham Lincoln on Tuesday, according to a 6th Fleet news release. "Each of the carriers operating in the Mediterranean at this time represent 100,000 tons of international diplomacy," Huntsman said in the news release. "Diplomatic communication and dialogue coupled with the strong defense these ships provide demonstrate to Russia that if it truly seeks better relations with the United States, it must cease its destabilizing activities around the world." The Lincoln and carrier USS John C. Stennis began dual operations in the Mediterranean Sea on Tuesday, the news release says. Are Sri Lanka’s ports the next Great Game for China, India and Japan?

Japan looks to boost ties, counter China :: Speaking during the meeting, PM Abe stated that “without a free and open Indian Ocean, there cannot be real prosperity in the region. This is why it is essential for Sri Lanka to achieve sustainable growth as a hub and develop ports that are open to everyone.” These comments came in the wake of Sri Lanka’s assurance of its commitment to free navigation and the authority of the United Nations Convention of the Sea (UNCLOS). These statements bolster Japan’s own focus on these issues, as well as mark out China, which has refused to abide by UNCLOS arbitration over the contested South China Sea. This also ties into greater Japanese concerns about China’s increasing presence in the Indian Ocean, the main conduit for vital energy shipments from the Middle East to Japan. These fears had been heightened by the previous Sri Lankan administration’s close ties to China. In his latest visit, PM Wickremesinghe is pitching Sri Lanka as a trade and finance hub, halfway between Doha and Singapore. To this end, Wickremesinghe wants “Japan to use Sri Lanka as a hub for trade. We expect to deepen our existing FTA with India through the Economic and Technology Cooperation Agreement, expect to sign a FTA with Singapore and another with China. We also hope to talk to Japan, Indonesia and other ASEAN countries with regards to FTAs.” Sri Lanka’s efforts to seal an FTA with China were on display a week prior to PM Wickremesinghe’s Japan visit, as China hastily sent high ranking officials to balance the Prime Minister’s visit to Tokyo. Chinese officials pledged to speed up negotiations on a bilateral FTA, as well as praised Sri Lanka as a key partner in China’s 21st Century Maritime Silk Road efforts. Due to the aforementioned plan, Sri Lanka is benefitting from increased Chinese attention, as well as from Abe’s ‘Free and Open Indo-Pacific Strategy’, and India’s ‘Look East’ policy. Vying for military influence in Sri Lanka :: This competition can be seen in Sri Lanka’s recent joint training mission with India, as well as an ongoing joint hydrographic survey to update maritime navigation charts of the increasingly busy nearby shipping lanes. Moreover, Sri Lanka’s effort to acquire 12 JF-17 fighter aircraft built in Pakistan in collaboration with China saw India quickly offer its new Tejas fighter, still in its trial period, as an alternative. China also provided Sri Lanka with a $11 million loan to buy an offshore patrol vessel in 2016, a purchase yet to be completed. In return, Japan has offered to provide two patrol vessels. Efforts to vye for Sri Lankan military and geopolitical influence sees Japan, India and the US worried that China will use its foothold in the country to establish a military base, and /or use its majority owned port facilities for military purposes. These concerns have in turn led PM Wickremesinghe to state that “we want to ensure that we develop all our ports, and all these ports are used for commercial activity, transparent activity, and will not be available to anyone for any military activity.” While this stance appears to be a victory for China hawks fearing Beijing’s growing reach, the reality is more complex. Firstly, if Sri Lanka actually implements such a policy it cannot make exceptions for the likes of the US without drawing the ire of other parties, notably China, especially given the economic clout which Beijing wields in the country. Consequently, even if no one can use Sri Lankan facilities, it means that China has still benefitted by preventing access for potential rivals. As the regional newcomer, China has less to lose from such an arrangement than existing Indian Ocean powers such as the US and India, and to a lesser extent Japan. This effectively makes Sri Lanka a demilitarized zone, in turn negating the regional superiority enjoyed by the US and India. British Defence Minister Gavin Williamson said earlier that that the UK military was working on plans to build at least two new overseas bases “within the next couple of years.”Russian Foreign Ministry spokeswoman Maria Zakharova said on Saturday that while the UK had the right to consider such plans, Moscow would not hesitate to react against any threats posed by London’s military expansion.“In the event of any measures that pose a threat to Russia’s security or that of its allies our country reserves the right to take appropriate retaliatory measures,” she warned. Zakharova described Williamson’s comments as “counter-productive,” warning that the UK’s military plans could cause instability considering the current state of world affairs.“The pronouncements by the UK defence secretary in favor of further militarizing the British policy cause at least bewilderment,” the diplomat said. Williamson has yet to specify where the bases might be built. However, citing unnamed military sources, The Telegraph said they could be built in Singapore and Brunei. The UK has long been flaring up tensions with Russia over what it described earlier last year as a growing threat from Moscow. It has also been showing interest in supporting Ukraine in a standoff with Russia over the Crimean Peninsula. Back in November, London warned Moscow against using its growing military presence in the Sea of Azov, a strategic ocean route linked to the Black Sea by the narrow Strait of Kerch, where Russia has built a bridge to link the Crimean Peninsula with the mainland. A Chinese naval fleet reached Russia's Baltic city of Kaliningrad on Friday local time, ready for a joint drill with Russia scheduled in the Baltic Sea from July 21 to July 28. The Chinese fleet consists of one destroyer, one frigate, one supply ship, ship-borne helicopters and marines. The Russian side includes one frigate, fixed-wing aircraft, helicopters and marines. The two sides plan to conduct air-defense, maritime search and rescue, underway replenishment and other exercises. Chinese and Russian navies will conduct a variety of joint drills and attend the parade in St. Petersburg on the occasion of Russia's Navy Day to deepen friendly and practical cooperation between the two militaries, and consolidate China-Russia comprehensive strategic partnership of coordination, said Tian Zhong, deputy commander of the Chinese Navy and the Chinese director of the joint drill. Dozens of unidentified gunmen blocked access to a military airport in the Black Sea port of Sevastopol on Friday. However, a Russian military officer was seen entering the airport compound in a civilian vehicle with Russian military plates. A Russian flag on his jacket including the markings of a colonel in the Russian military. The officer was stopped at gunpoint by the unidentified gunmen. After several minutes they allowed the officer to pass. Earlier on Friday, Ukraine's new interior minister, Arsen Avakov, claimed that Russian troops had taken control of the two main airports in the strategic peninsula of Crimea. The country has also asked the UN Security Council to intervene in the escalating conflict. Russian state media said Russian forces in Crimea denied involvement. No violence was reported at the civilian airport in Crimea's capital of Simferopol or at the military airport in the Black Sea port of Sevastopol, also part of Crimea. At the Simferopol airport, a man claiming to speak for the camouflage-clad forces patrolling the airport described them as Crimean militiamen. Any Russian military incursion in Crimea would dramatically raise the stakes in Ukraine's conflict, which saw the pro-Russian president flee last weekend after three months of anti-government protests. Moscow has vowed to protect Russian-speaking Ukrainians in Crimea, where it has a major naval base, and Ukraine and the West have warned Russia to stay away. China’s People’s Liberation Army Navy (PLAN) and the Russian Navy began a six-day joint naval exercise, codenamed Joint Sea 2019, in the port city of Qingdao on China’s Yellow Sea coast on April 29. Joint Sea 2019 is the latest iteration of an annual naval exercise between the PLAN and Russian Navy that has been taking place since 2012. This year’s drill is reportedly split into two parts, with the shore part of the exercise conducted from April 29 to 30, while the sea component is set to take place from May 1 to 4 in the East China Sea and Yellow Sea. On the PLAN side, the drill involves a submarine, two-guided missile destroyers, three-guided missile frigates, and a submarine rescue ship. Russia has dispatched elements of its Pacific Fleet to the exercise including a Steregushchiy-class frigate, a Slava-class guided missile cruiser, a Ropucha-class large landing ship, an Igor Belousov-class maritime search-and-rescue support vessel, and a Kilo-class diesel-electric attack submarine.

China cynically exploits tensions in Indo-Sri Lankan relations, notably the majority Sinhalese’s guarded attitude toward India, and Sri Lanka’s natural inclination towards India’s rivals. But Beijing has denied the US Navy’s request, another sign of deteriorating ties between the US and China. Like more and faster access to petroleum and mineral reserves that were previously unreachable. The Northern Sea Passage, a legendary shipping lane along Russia’s Arctic coastline, has been largely inaccessible for part of the year because of dense sea ice. But now, that ice is melting, opening up a new trade route for Russia's cargo ships. Russian oil companies are already betting big on the new reserves they hope to find in the Russian Arctic, and other industries — like mining — are ramping up production since they now have faster shipping routes to many ports. “The problem of climate change is actually the problem of adaptation to climate change. This is not a tragedy,” said Nobel Prize-winning climatologist Oleg Anisimov. “Certainly some places will become unlivable, but other areas are places that will become more livable.” But the Russian people seem unaware, or unconcerned, about the environmental impacts of these climate change-related activities, like pollution from the booming factories, and wildfires in the North that destroyed million of acres of forest in a major tourism area.
