Tensions in Black Sea As Russian and Ukrainian Ships Clash Near Strategic Bridge

MOSCOW (AP) — Russia and Ukraine traded accusations over an incident at sea Sunday near the disputed Crimean Peninsula, increasing tensions between both countries and prompting Moscow to block passage through the Kerch Strait. Russia’s coast guard said that three Ukrainian navy ships made an unauthorized crossing through Russian territorial waters, while Ukraine alleged that one of its boats was rammed by a Russian coast guard vessel. The Kerch Strait is a narrow body of water nestled between Crimea and the Russian mainland. The incident began after the Ukrainian navy claimed a Russian coast guard vessel rammed one of its tugboats, which was traveling with two Ukrainian navy artillery boats from Odessa on the Black Sea to Mariupol in the Sea of Azov, via the Kerch Strait. “Russian coast guard vessels … carried out openly aggressive actions against Ukrainian navy ships,” the Ukrainian navy statement said. It said a Russian coast guard ship damaged the tugboat’s engine, hull, side railing and a lifeboat. The statement added that Russia had been informed in advance about the planned journey. Russia then blocked off the strait. The move comes after months of growing tensions between Ukraine and Russia, which annexed Crimea from Ukraine in 2014 and has steadily worked to increase its zone of control around the peninsula. The Kerch Strait is the only passage into the Sea of Azov beyond it. The strait is crossed by the recently completed Kerch Bridge, connecting Crimea to Russia. Transit under the bridge has been blocked by a tanker ship, and dozens of cargo ships awaiting passage are stuck. Russia has not given any indication of how long it will keep the strait blocked off, but a long-term closure to civilian traffic would amount to an economic blockade of Ukrainian cities on the Azov coast. And Russia’s Black Sea Fleet greatly outmatches the Ukrainian navy. Ukrainian cities on the Sea of Azov include strategically vital centers such as Mariupol — the closest government-controlled city to Donetsk and Luhansk, the breakaway regions of eastern Ukraine controlled by Russia-backed separatists. Russia’s Federal Security Service, known as the FSB, told Russian news agencies Sunday that the Ukrainian ships held their course and violated Russian territorial waters. The FSB accused the Ukrainian navy of staging a provocation against Russia. “Their goal is clear,” an FSB statement said — “to create a conflict situation in the region.” The statement didn’t mention ramming a Ukrainian tugboat. Though a 2003 treaty designates the Kerch Strait and Sea of Azov as shared territorial waters, Russia has been asserting greater control over the passage since 2015. The Ukrainian Foreign Ministry said in a statement that Russia’s actions were a violation of the U.N. Charter and international law, and pledged to “promptly inform our partners about Russia’s aggressive actions.” “Such actions pose a threat to the security of all states in the Black Sea region,” the statement said, “and therefore require a clear response from the international community.” Dmitry Kiselyov, a commentator on the state-controlled Rossiya channel, told viewers of his Sunday evening news program that Ukrainian President Petro Poroshenko — encouraged by the U.S. — is looking to pick a fight with Russia in the Black Sea. The Ukrainian president has proposed imposing martial law after Russian forces shot at and seized three Ukrainian navy vessels in the Black Sea. Russia had already blocked passage through the Kerch Strait, a narrow body of water nestled between Crimea and the Russian mainland, after three Ukrainian navy ships made what the Russian coast guard called an unauthorised crossing through Russian territorial waters. Пляжи Южного Берега Крыма (ЮБК) освоены очень сильно и в большинстве своём неплохо благоустроены, однако пляжная полоса во многих районах минимальна, т.е. наблюдается острый дефицит свободного пространства. Russian/Nat Tensions between Russia and the Ukraine have flared again this week over the naval fleet in the Crimea. The Ukrainians have accused Moscow of removing and selling valuable technology from the Black Sea fleet which remained in Ukrainian territory after the collapse of the Soviet Union. That led to three years of bitter argument over the ownership of the fleet and its vessels. APTV has been to Sevastopol, home of the Black Sea fleet. The Crimean port of Sevastopol - a part of the Ukraine which continues to be predominantly Russian. In the last three years it's been at the centre of a growing row between the two countries. Following the break up of the Soviet Union, Ukraine claimed all former Soviet military hardware and forces on its territory, including the entire Black Sea fleet, based in Sevastopol. Russia insisted the fleet was of strategic importance and a bitter argument ensued. Three years later the two sides appear to have reached a compromise - the fleet will be divided between them. February 23 was "Defender of the Fatherland Day" a major military holiday in the former Soviet Union. For the Russian and Ukrainian sailors based in Sevastopol, it marks the end of an argument which almost led the two countries to war. Ukraine will now allow Russia to continue to base its fleet in Sevastopol and in return will get much-needed vessels for its infant navy. Many hope that this will be the end of the dispute. SOUNDBITE: (Russian) Translation: "If they don't create tension artificially then there won't be any. Both Ukrainian sailors and those from the Black Sea fleet understand that it is a problem for the politicians. We didn't create it and we can't resolve it. It will only be solved at government and state level. We resolve military problems. We know how to and that is our duty". SUPER CAPTION: Vice-Admiral Vladimir Bezkorovainy - Ukrainian navy. The Black Sea fleet is made up of 833 vessels and although no mention has been made yet of the number each side will get, Ukraine can only benefit from the deal. At present its navy boasts around forty patrol vessels and a handful of new, medium- sized ships to patrol the country's 600-mile (960 kilometre) coastline. This makes it practically impossible for them to undertake any missions beyond Ukraine's territorial waters. Its officers are all former members of the Black Sea fleet who took an oath of loyalty to Ukraine in 1991 but still remain on close terms with their Russian counterparts. SOUNDBITE: (Russian) Translation: "We have a situation here where they come to us and ask for things, bread, potatoes, and we go to them for things. We're friends, we're sailors". SUPER CAPTION: Lieutenant Danil Napriyenko - Ukrainian navy. But there are others who are glad the confusion has finally come to an end. SOUNDBITE: (Russian) Translation: "It's high time that we were divided. Experience has shown that it's been a problem for the Russian Black Sea fleet as well as for the Ukrainian fleet. The people were confused as to where they were living and whom they were serving". SUPER CAPTION: Commander Nikolai Zhibaryev - Ukrainian navy. The formal agreement is due to be signed next month by Presidents Yeltsin and Kuchma during a visit to Ukraine by the Russian leader. Many hope this will be a major step on the road to closer relations between the two countries. This is my paragliding take-off from the top of Ay-Petrinskaya Yayla mountain near the town of Yalta in The Crimea, Ukraine on Saturday, June 9, 2012. Video courtesy of Igor B. The elevation was about 1200 meters of 3,937 feet with distance to landing of a couple of miles. A few local Ukranian hang-gliding pilots were on hand to talk about the local flying conditions. One over-zealous pilot gave me an extra push for good luck. Winds were light on take-off, landing was smooth and simple in a local dried-up vineyard.

PUTIN ANGRY : Russia lashes out at NATO over ‘aggravating’ Black Sea military build-up RUSSIA has issued an ominous threat after NATO Secretary General Stoltenberg revealed plans to beef up its military presence in the Black Sea - warning such a move had the potential to aggravate still further simmering tensions in the region. The country’s Deputy Foreign Minister Alexander Grushko was speaking in advance of the arrival of several NATO warships which will conduct a series of naval drills in the Black Sea in the next few days. He told Russia’s state-run news agency TASS: "This is not a surprise for us; they have been saying for a while that they want to strengthen their positions in the Black Sea. We are talking about the strengthening of military and maritime forces of NATO member states, first and foremost, Romania and Bulgaria, plus non-coastal states entering the Black Sea more often. "It is our understanding that this activity aggravates the situation in the sphere of security." Sounding a conciliatory note, he added: "The Black Sea has always been the sea of cooperation, even taking into account certain conflicts. "We need to strengthen security through increasing cooperation in the spheres of energy and transport. First and foremost, this is necessary for the Black Sea states. "As for the military matters, we strictly adhere to the provisions of the Montreux Convention, which has been a key element of the security architecture in the region for dozens of years.” The Convention, which was signed in 1936 and gives Turkey control over Turkish Straits which link the Mediterranean Sea and the Black Sea, was “unique” because it covers maritime military matters, Mr Grushko said. He added: “Secondly, BLACKSEAFOR [the Black Sea Naval Cooperation Task Group] continues to exist, which unites all states and is aimed at fulfilling strictly peaceful tasks, namely maritime search and rescue, as well as tasks related to new security threats.” Speaking at a press conference in Brussels yesterday, Mr Stoltenberg said the alliance was looking to strengthen its presence in the Black Sea to support Ukraine, from which Russia annexed Crimea in 2014. He added: “NATO allies have of course clearly stated that Russia's aggressive actions against Ukraine are unacceptable.” Referring to recent military clashes in which a Russian warship rammed three Ukrainian vessels, and the subsequent arrest of 24 Ukrainian sailors, he added: “The illegal annexation of Crimea, the continuing efforts to try to destabilise Ukraine through its efforts and presence in Donbas, and also, of course, the totally unjustified seizure of the Ukrainian ships near the Kerch Strait. "We are now looking into what more we can do, "We are looking into whether we can increase our presence in the Black Sea and in the near future, in a few days, we'll have NATO ships in the Black Sea, participating in an exercise. “So we have significantly increased our presence at sea but also in the air and on land in the Black Sea region. “All of this is also part of our support to Ukraine.” His comments came two days after he said NATO “planning for a world without the INF Treaty”, a reference to the landmark 1987 agreement signed by Mikhail Gorbachev and Ronald Reagan aimed at limiting nuclear proliferation, which the United States pulled out of last month, citing alleged Russian violations. Tension: Russia Publicly Threatens Ukrainian With Military Conflict Russia’s Federation Council on Wednesday approved a statement saying that violations of the rules of navigation by Ukrainian ships in the Kerch Strait are fraught with a military conflict with Russia in which NATO may be involved. The Federation Council’s statement about NATO’s destructive policies being implemented since the alliance’s creation in 1949 was timed for the organization’s 70th anniversary. “The passing of Ukrainian ships through the Kerch Strait is not a question of the balance of force or of NATO’s presence in the Black Sea region. It is exclusively a problem of Ukraine’s compliance with the established procedures that are well-known to it and had been successfully used by it up to November 2018. Ukraine’s attempts to bypass these procedures are fraught with the risk of a military conflict between Ukraine and Russia in which NATO may be involved,” the Federation Council said. The senators pointed out that after stepping up activity in the previously calm Baltic Region NATO was now building up military presence in the Black Sea region. “NATO’s support for Georgia during the tragic events in August 2008 and now for Ukraine, in particular, on November 25, 2018 when Ukrainian naval ships illegally crossed the state border of Russia in the Kerch Strait area incites the leaders of these two countries, certain about their impunity, to carry out more adventures,” the statement runs. According to Deutsche Welle, Russia is now heavily militarizing Crimea and the Black Sea. Some 28,000 Russian soldiers are stationed on the peninsula. With the traditional routes closed due to the problems caused by the Arab Spring, Syria could not be used for access via Jordan through to Turkey. Instead, John had a carpenter in Cairo knock up a wooden crate and pack the bike for air freight to Istanbul. Overcoming a mountain of paperwork and civil unrest the journey finally began in the summer 2012 when the bike was reassembled in Turkey. From there the trip continued into Bulgaria, Romania, Moldova and Ukraine with diving in Varna, Kaliakra, Kirovohrad, Balaklava and Crimea. Along the way were some interesting experiences such as a WW2 battle re-enactment in Dnipropetrovsk, a visit to the cold war nuclear submarine base tunneled deep into a mountainside and dry suit tech diving on a WW2 Black Sea shipwreck. The 8,000 km bike trip finishes with John squeezing his way onto a Russian freighter ship sailing from Mersin, Turkey to Port Said in Egypt. Ukraine has declared martial law, after Sunday's capture of three of its naval vessels and 23 crew members by Russia. After heated debates, lawmakers backed President Petro Poroshenko's request to bring in martial law that would last 30 days starting from 28 November. The authorities can now restrict public rallies and regulate the media. Some MPs fear Mr Poroshenko could suspend a presidential poll on 31 March 2019. Sunday's naval clash was off the coast of Crimea, annexed by Russia in 2014. Russian coastguard ships opened fire, before its special forces stormed the Ukrainian vessels. Between three and six Ukrainians were injured. Ukraine said it was a Russian "act of aggression". Moscow said the ships had illegally entered its waters. The naval clash is the first time Russia and Ukraine have come into open conflict in recent years, although Ukrainian forces have been fighting Russian-backed separatists and Russia volunteers in the east since 2014. According to him, NATO Allies and Ukraine discussed the serious situation in the Sea of Azov and the Kerch Strait on Monday.
